-building works are costly and unless you know very well your builder and his work, it will be hard to rectify something wrong
- it's important that you and the builder sign a JCT contract (like the one in the photo, you can order it from amazon)
-when you/the builder make the application to the building control you can go for full plans or building notice. It costs the same with the difference that with the plans the building control will check the the drawings before the construction work start and will give you the feedback. The article mentions that the builder started doing the job following a 'standard construction' then the building control wasn't happy with the specs. Well this is very common when the builder doesn't follow the building regulations specifications and the building control has got the power to ask the building work to be rectified to comply to the regulations.
-if you ask someone to price the job on planning drawings without any details you will risk to incur in problems like this. However, a builder should always price a job that comply to building regulations
Building works are costly that's why it's important to allow some budget to pay a professional to help you with it.
