Challenging Behaviour Foundation Description

The CBF supports families, professionals and other stakeholders through education, information, research and partnership working and works strategically to influence national policy and practice.

We believe that we can achieve most by working together. We look forward to working with you.

Our Family Support Line is available to any family members of someone with a severe learning disability and behaviour that challenges. Call us for information and support on 0300 666 0126.

Please note we do not have the capacity to support anyone outside of the UK.

The #CBNSG is taking place next week. The Challenging Behaviour National Strategy Group is a multi-stakeholder group of learning disability experts (families & professionals) who meet twice a year to discuss key issues and work on individual, collective and organisational actions to improve the lives of children, young people and adults with learning disabilities whose behaviour challenges. Today the Care Quality Commission released its report Promoting Sexual Safety Through Empowerment.
Whilst we welcome the CQC’s attention on improving sexual safety, we are especially concerned for individuals with severe learning disabilities who are often non- verbal and who are particularly vulnerable.
CQC has an opportunity now to champion sexual safety and should use its power and influence over other parts of the system to co-ordinate and drive the change required.

The Challenging Behaviour Foundation is working as part of a larger collaborative with Respond, The Tizard Centre and Three Cs to provide NHSE with a report and specification on trauma support for families of children and adults with learning disabilities and/or autism. There are three main components to this project; the CBF is working on the first component which is research into what trauma support already exists, families’ experiences and what they think would help. Fam...ilies who have worked to put together the questionnaire have said : “Trying to find a way to get the right support and appropriate services, as family carers, can often be incredibly difficult and very stressful. We need the people making decisions to understand this and better support us. If you are able to contribute in any way to this questionnaire, we will do everything we can to make sure your challenges are understood and help shape future support.”

Children and adults with learning disabilities and autism remain in inappropriate services, often far from their homes, because the Transforming Care programme has not delivered what was promised in 2012. These individuals and their families are living with the consequences of this failure, as highlighted by today’s data showing that incidents of restrictive interventions have increased, with 805 incidents on under 18s, including 80 incidents of prone restraint.
It is clear ...that another target – set by the government itself, and the lowest end of it – will be missed again. In light of recent legal challenge by EHRC against the Department of Health and Social Care, it is time for a new approach, focussed on investment in community support and action to protect the human rights of children, young people and adults with learning disabilities and autism.

Carina has unfortunately been injured so (much to her dismay), missed out on training during the storms! She'll resume training again this week.

Paul Streets’, CEO of Lloyds Bank Foundation for England & Wales (who fund our family support worker), recently visited the CBF along with our grant manager. His article below highlights the work of #smallbutvital charities, and talks positively about the work and impact of the CBF. Our family and volunteer networks are described as emotional, technical and practical. It is a real team effort and we would like to thank all our volunteers for their help and amazing families for supporting each other.

Today the Equality and Human Rights Commission (EHRC) launched a legal challenge against the Secretary of State for Health and Social Care over the repeated failure to move people with learning disabilities and autism into appropriate accommodation. Today we have published a report which provides an update to the Reducing Restrictive Intervention of Children and Young People report jointly produced by the CBF and PABSS in January 2019. The case study findings indicate a number of potential issues around the use of restrictive interventions in schools for children and young people with a range of developmental, educational, physical, and mental health needs.

On 10th February a report will be launched at the House of Lords, which draws on the experiences of over 700 families of children with disabilities who have experienced restrictive interventions. This has been driven by families, using data collected by PABSS. A range of families, charities and organisations have worked together to highlight the issues in the absence of formal recording or reporting. The report covers the number of restraints and seclusions; recording and rep...orting; the reasons given for interventions, and the types of injuries children and young people suffered as a result. It exposes the harm being caused and highlights the need for urgent action - we know how to support children well, and we know that it is perfectly possible to do this successfully. #NoHarm

Government and NHS at risk of missing Transforming Care targets according to data released from NHS Digital. The data provides little evidence of the transformation of care that has been promised for so long. 2,185 people with a learning disability and/or autism remain locked away in inpatient units, a reduction of just five in December. Each number represents a person, and when this is combined with the woefully incomplete data about the use of restrictive interventions it highlights what those individuals are experiencing.
It is time the Government showed real leadership and addressed the root causes of the systemic failures.
