Red flag , no one can swim

As a was driving out of Aylesbury early this morning , there was a couple of guys watering the plants in the town . But what I could not understand is why they were doing it if it was really , really poring with rain . Doesn’t anyone cheques the weather the day before to at least rearrange it for another day, without talking about waist of money , time , water etc . It was 06.00 then and it’s still raining now and it’s 09.31 . Perhaps they know something I don’t . I shall leave it to my ignorance and assume that they know what they doing 😀😀
