A new initiative to look at the evolution of community-centred humanitarian action to 2030-50. Future crises will be more interactive, global and synchronous. Different disaster agents will be more prone to cascade into others and individual agents (pandemics) to become more global. Synchronous failures - the simultaneous collapse of survival systems including infrastructures and economic systems will severely threaten people, especially urban areas. The changing dynamics of future crises are: 1. synchronous failures: simultaneous collapse of systems across technical, economic, infrastructural and societal levels;2. multi-hazard impacts: interaction between several types of disaster agents on vulnerable populations;3. cascading crisis agents: inter-active disaster agents of one type trigger another;4. global-local crisis agents: impact of a global event, upon a local event. Changing Aspects of Humanitarian Crises: 1. Nature of Crises;2. Dynamics of Crises;3. Nature of Affected Communities;4. Assumptions about Response Environment;5. Instruments in Humanitarian Toolkit;6. Types of Humanitarian Actors; and7. New Standards of Accountability /Transparency. Humanitarian Challenge for 21st Century: Consists of an increasing total of largely local catastrophic events with: 1. Increasing numbers of vulnerable people and growing inequality;2. Too many governments failing to prevent /respond;3. An international humanitarian system unable to cope; and4. A growing demand for community leadership, engagement and accountability. As such, we need to: 1. Build governments' capacity to reduce risk, respond to disasters and build community resilience;2. Increase focus on helping people /communities to lead on becoming less vulnerable to disasters (DRR); and3. Develop a more decentralised global humanitarian system that acts quickly and impartially to provide effective relief and accountable assistance to vulnerable communities.
