The important feature of New Green Village is that it has no roads infrastructure. In an ordinary village or housing estate with 5,000 people the roads infrastructure costs £300 million. New Green Village has no roads so has no roads infrastructure so no cost of £300 million. This roads infrastructure cost can't be recovered so must come from government. As the government has no money to spare for this no ordinary villaged, housing estates or town can be built. It follows therefore that the only possible new housing estate, village or town must be of a form that doesn't have a roads infrastructure.
