An Israeli human rights organisation has accused the government of torturing children after it emerged some were kept in outdoor cages during winter. The Public Committee Against Torture in Israel (PCATI) published a report which claimed children suspected of minor crimes were subjected to “public caging”, threats and acts of sexual violence and military trials without representation.

Summary: Mr X complained about the Council’s valuation of his property for his Right to Buy Application. The Ombudsman should not investigate this complaint. This is because there is insufficient evidence of fault on the Council’s part which would warrant an investigation.

Summary: Ms X complains the home care provided to Mr Y was poor, and the Council did not deal with her complaints about this well. It caused Mr Y significant and avoidable risk of harm and distress, and Ms X distress, time and trouble. The Ombudsman finds the Council was at fault and it has agreed to apologise, pay Mr Y £600 and Ms X £200. It will also act to ensure similar problems do not arise in future. #Newham council
