As an employer you owe a "Duty of Care" under the Health & Safety at Work Act, to ensure your staff are adequately trained to deal with situations which might pose a threat to their safety whilst carrying out their duties.

You also owe a "Duty of Care" to your service users to ensure that staff do not step outside the law when dealing with physical threat.
