The government have indicated that they are looking to extend charges for Non-EU overseas visitors and migrants to access various departments of the NHS.
Currently, from April this year, Non-EU migrants have been required to pay an additional health surcharge with their visa applications to gain access to the NHS.
The government indicated earlier in the year that they planned to extend this to charge for Accidents and Emergency (A&E) and ambulance care such as X-rays, setting... broken bones, treating wounds, draining fluids and intensive care but this intent has now been extended to some general practitioner (GP) services such as blood tests, lung function tests, prescriptions, dental treatment and physiotherapy.
Health Minister Jeremy Hunt has said "We want to make sure that everyone makes a fair contribution to services, by extending charging to make sure visitors pay for the care they receive."
The British Medical Association (BMA) earlier spoke out that the doctor's primary duty was to take care of patients, not to 'act as border guards.'
The government consultation seeks relevant views on these proposals to further extend these charges. It closes on Sunday 6 March 2016 and can be accessed on the Gov.UK website here.

The government announced on (29 October), changes to the Immigration Rules. Most of these changes will affect all applications submitted on or after 19 November 2015 unless otherwise stated.
The main changes are:
Asylum... making asylum claims from EU nationals invalid, unless exceptional circumstances apply clarifying the circumstances in which refugee status will be withdrawn
Settlement ensuring indefinite leave and naturalisation applicants, who normally rely on an English language qualification, take a secure English language test the introduction of the £35k minimum earnings threshold for Tier 2 settlement, which will come into force on 6 April 2016
Family/private life providing that a child’s application for entry clearance will be refused where the Secretary of State considers that the sponsor or the sponsor’s partner poses a risk to the child
Tier 1 (Exceptional Talent) of the points-based system amending the endorsement criteria used by Tech City UK, to better reflect the skills and experience of target applicants who are most likely to add value to the UK digital technology sector
Tiers 2 and 5 of the points-based system adding nurses and four digital technology jobs to the Tier 2 shortage occupation list changes to clarify the charity worker rules for sponsors and applicants. Setting the annual allocation of places available under the youth mobility scheme for 2016 minor amendments to the list of government authorised exchange schemes

November Immigration changes:-
Students
There are many changes affecting International Students studying or wishing to study in the UK.
... If you are applying under a Tier 4 (student visa) this November you will need to show you have enough fees to support your cost of living (maintenance fund). The maintenance fund requirement has increased. If you make your Tier 4 application on or after 12 November 2015 for a course of over nine months, the amount you need to show will be at least £11,385 if you are studying in London and £9,135 if you are studying elsewhere in the UK. For shorter courses, the amount to show will have to be £1,265 a month if studying at a London-based institution and £1,015 a month for institutions outside London.
This needs to be a cash deposit as overdraft facilities will not be accepted
The level of funds for dependants will also increase to £845 per month if in London and £680 per month elsewhere in the UK for up to a maximum of nine months.
These rules will apply to international students extending their stay or those coming for the first time.
Study visas at the Further Education level will be cut from three years to two and you will have to apply from outside the UK to make an extension or to apply for a work visa.
Shortage Occupation List
Four jobs in the digital technology sector (product manager, data scientist, senior developer and cyber security specialist) are being added to the Shortage Occupation List (SOL), alongside nursing.
English Language Requirements
With regards to Indefinite Leave and Naturalisation applicants, English language requirements will have to match those of other types of immigration applications. This means applicants will need to take tougher UK immigration English language tests called Secure English Language Tests and other English language qualifications will not be accepted. This will affect applications made on or after 19th November 2015.

This course of study must be full-time (lasting an academic year) and have a minimum of 15 hours per week study time. Evidence of your academic ability to pursue the chosen course through the English language (unless it is an English language course).
... - Evidence that the fees for the course have been paid in full. Evidence that you have enough funds (€7,000) to maintain yourself for the initial part of your stay.
- Evidence that you or a sponsor have access to at least €7,000 for each subsequent year of your studies, in addition to the course fees for each of those years.
- Evidence that you have private medical insurance An explanation of any gaps in your educational history Confirmation that you intend to return to your country of permanent residence when you leave Ireland.

Under the changes — to be introduced in April — the existing range of 15 different visa categories will be scrapped and replaced by a system in which visitors will be given one of four types of visa.

The Home Office has told the Immigration Law Practitioners' Association that administrative review will soon replace appeals against refused leave to remain (extension) applications in more immigration categories.
We understand that this will affect Tier 1, 2 and 5 applications from 2 March 2015, and will be extended to other categories of temporary migration and settlement applications in April.
