The public needs to know that the failure to act by a person with a duty to another person, resulting in harm to that person, can be prosecuted as a crime in itself. Legal precedents established in similar 'duty relationships' pave the way for putting teachers and bishops responsible for children firmly in the dock with a case to answer, if they fail to act to protect them from known or suspected paedophiles.
