What is Commissioning?
There are various definitions of "commissioning" but they all point back to a well organised approach to managing, recording and demonstrating that a new service, or process installation, operates to the designers intent.
PROJECT COMMISSIONING
... This is the process of assuring that all systems and components of a building or industrial plant are designed, installed, tested, operated, and maintained according to the operational requirements of the owner or final client. A commissioning process may be applied not only to new projects but also to existing units and systems subject to expansion, renovation or modification.
COMMISSIONING MANAGERS
For complex projects, the large volume and complexity of commissioning data, together with the need to guarantee adequate information traceability, normally leads to the use of powerful IT tools, known as Commissioning Management Systems, to allow effective planning and monitoring of the commissioning activities. This work is carried out by the Commissioning Manager
MAIN COMMISSIONING OBJECTIVE
The main objective of commissioning is to effect the safe and orderly handover of the unit from the constructor to the owner, guaranteeing its operability in terms of performance, reliability, safety and information traceability. Additionally, when executed in a planned and effective way, commissioning normally represents an essential factor for the fulfilment of schedule, costs, safety and quality requirements of the project.
In practice, the commissioning process comprises the integrated application of a set of engineering techniques and procedures to check, inspect and test every operational component of the project, from individual functions, such as instruments and equipment, up to complex amalgamations such as modules, subsystems and systems.
OUR COMMISSIONING OBJECTIVES
Our standards and work ethics follow the CIBSE Commissioning Codes and BSRIA application guides, which provide a robust framework for us to consistently perform and meet the criteria set in the guides and project specifications. Part L of the Building Regulations seek to increase the energy efficiency of buildings through better commissioning. Commissioning a system to achieve optimal performance will fulfill this criteria and can achieve additional BREEAM credits.
DEFINITION OF COMMISSIONING
CIBSE define Commissioning as 'The advancement of an installation from the state of static completion to full working order to specified requirements... it includes the setting to work of an installation and the regulation of flow rates.' In addition, Part L of the Building regulations includes the additional responsibility of ensuring ...'that the system as a whole uses no more fuel and power than is reasonable in the circumstances.'
