Dewis Centre for Independent Living (C. I. L. ) is a voluntary organisation working in six Local Authorities – Rhondda Cynon Taf, Vale of Glamorgan, Newport, Merthyr Tydfil, Blaenau Gwent & Monmouth. It works in partnership with the Social Services.

Dewis Centre For Independent Living Description

Dewis Centre for Independent Living (C. I. L. ) is a voluntary organisation working in six Local Authorities – Rhondda Cynon Taf, Vale of Glamorgan, Newport, Merthyr Tydfil, Blaenau Gwent & Monmouth. It works in partnership with the Social Services Departments of each of these authorities.

The original organisation was created in 1996 as a non profit-making Company Limited by Guarantee. It was designed to act as a 3rd party organisation run by disabled people who used its services. Its specific aims were to allow a small number of disabled people to have choice in who they wished to have as their carers (personal assistants) whilst the Company employed the personal assistants.

As Direct Payments became an option in Rhondda Cynon Taf from 2001, the organisation undertook the role of ‘Support Service’. In 2001 it became a C. I. L. (Centre for Independent Living).

From its inception, the Centre for Independent Living has had a management committee composed of disabled people who use its services and non-disabled people who are supporters of its ethos and values. The Management Committee oversees the work of the staff and helps to develop future policies.

The Organisation adopted the name Dewis Centre for Independent Living in 2006. It began its work and services around its Direct Payments Support Scheme in Rhondda Cynon Taf. From this original model, it has developed similar support schemes in Merthyr Tydfil, then Powys, and in the Vale of Glamorgan. It expanded its services over the past five years into Advocacy and Training. It is now a provider of advocacy to three Local Authorities Rhondda Cynon Taf, Newport and Blaenau Gwent.

It remains a non profit-making organisation and is registered with the Charity Commission. It receives its main revenue funding from the Local Authorities who derive services from it.

14/11/18 Dewis CIL gains new Advocacy Quality Performance Mark (QPM) Dewis CIL has been awarded the Advocacy Quality Performance Mark (QPM) from the National Development Team for Inclusion (NDTi). The QPM is the UK’s only independent quality performance mark for organisations offering independent advocacy; an essential service for people who need support to express their needs and have increased choice and control in their lives. To gain the QPM, independent advocacy provi...ders have to undergo a rigorous self-assessment process and policy review. This is followed by a structured site visit for NDTi assessors to meet advocates and the people they support. As well it being good practice for Local Authorities to provide advocacy to people at risk of exclusion, commissioners are required to provide statutory independent advocacy under the Mental Capacity Act, Mental Health Act, and more recently the Care Act. The Advocacy QPM provides them with a robust benchmark to measure independent advocacy services, ensuring they select the very best providers. Mari Ropstad CEO said: As an organisation we are extremely proud to have been awarded the new Advocacy Quality Performance Mark, as it is an excellent endorsement of the work we do at Dewis within our Advocacy services. We had previously been awarded the old version and to have now gained this one demonstrates the hard work and commitment of every one of our advocates to supporting the most vulnerable in society having their voice heard.
Gail Petty, QPM Manager and Lead for Advocacy and Rights at NDTi said: “The Advocacy Quality Performance Mark is only awarded to advocacy organisations who can demonstrate that they are providing excellent services to people often experiencing challenging situations in their lives. It indicates that they have the training and policies in place to ensure people’s rights are upheld and their preferences are heard and responded to.” Originally developed by Action for Advocacy (A4A), the Department of Health funded NDTi to review and revise the QPM in 2014, working with providers, users and commissioners of advocacy services. The application process was streamlined to be as straightforward as possible, while retaining the rigour required to ensure that high standards are met. It is available to organisations providing independent advocacy in England, Wales and Northern Ireland.
