The Office of Police and Crime Commissioner is separate from the police and performs an important, independent scrutiny role. A police and crime commissioner (PCC) is an elected official in England and Wales charged with securing efficient and effective policing of a police area. The first incumbents were elected on 15 November 2012 to serve for three-and-a-half years, but subsequent Commissioners are to be elected for four-year terms. Police and Crime Commissioners are charged with holding the police fund (from which all policing of the area is financed) and raising the local policing precept from council tax. Police and Crime Commissioners are also responsible for the appointment, suspension and dismissal of the Chief Constable. In the Dyfed-Powys area, the Office is specifically responsible for: • Seeking the public's views on policing and community safety decisions that affect them directly • Developing and publishing the Police and Crime Plan for the Dyfed-Powys area (2017-2021)• Keeping the public up-to-date and informed about decisions and the PCC's work • Monitoring and scrutinising the performance of the Chief Constable and Dyfed-Powys Police• Publishing easy-to-access and transparent information about decisions, budgets, performance and governance • Working with partners to co-ordinate community safety and crime prevention activities • Commissioning support services for victims of crimeThe current Police and Crime Commissioner is Dafydd Llywelyn.
